If you’re an artist, designer, or collector in the art toy space, you’ve probably noticed something awkward: most art toys and designer vinyl figures carry a “14+” label, yet they’re still held to safety standards written for children’s playthings. The industry has grown fast. China’s art toy market alone exceeded $12 billion in 2025, with an annual compound growth rate above 28%, and is expected to top $15 billion in 2026. But standards haven’t kept pace. Most art toys have had to rely on standards designed for model kits or children’s toys—neither of which fully address the unique materials, production methods, or use cases of collectible art figures.

There is no single “global toy certification.” Each destination market enforces its own mandatory system. The three systems overlap on fundamentals—small parts, sharp edges, heavy metals—but diverge sharply on details.

Key differences worth noting:
  • China’s GB 6675-2025 is currently the strictest on chemistry. The 2025 revision adds N-nitrosamines, formaldehyde, azo dyes, PAHs, formamide, SCCPs, VOC/TVOC release and allergenic fragrances, and introduces boron limits for modelling clay and putty. China’s VOC requirements are notably more explicit and demanding than those in the US or EU.
  • The EU is in mid-transition. Directive 2009/48/EC (with EN 71-1/-2/-3) is the current basis for CE marking; the new Toy Safety Regulation (EU) 2025/2509 applies from August 1, 2030 and introduces a Digital Product Passport for all toys.
  • The US system is testing-heavy. ASTM F963-23 is mandatory for toys manufactured after April 20, 2024; third-party testing at CPSC-accepted labs plus a CPC are required for toys intended for children 12 and under. The CPSC has also introduced a new water beads rule effective March 12, 2026.

Certification Process: Step-by-Step
United States – CPC (Children’s Product Certificate)
For toys intended for children 12 and under:
1. Identify applicable standards – Determine which CPSC product safety rules apply to your product.
2. Select a CPSC-accepted laboratory – Testing must be conducted at a lab accredited by the CPSC.
3. Submit samples for testing – The lab tests according to ASTM F963 requirements including:
  • Mechanical and physical properties
  • Small parts and choking hazards
  • Flammability
  • Toxic elements (lead, phthalates, etc.)
  • Other chemical or labelling requirements
4. Receive test report – Lab issues a passing test report.
5. Issue CPC – The manufacturer or importer must create a Children’s Product Certificate that includes:
  • Detailed description of the covered product
  • Each CPSC product safety rule used for certification
  • Manufacturer or importer information
  • Contact information for the individual maintaining test records
  • Product origin
  • Information on any CPSC-accepted third-party lab used
6. Provide to retailers and CPSC upon request.
Timeline reference: Testing typically takes 7-10 working days; CPC issuance follows immediately upon passing results. Full testing costs vary from $400 to over $2,000 depending on product complexity.

European Union – CE Marking + Digital Product Passport
Current process (until 2030) :
1. Identify applicable EN 71 standards – At minimum, EN 71-1 (mechanical/physical), EN 71-2 (flammability), and EN 71-3 (19 heavy metals).
2. Test at a notified/accredited lab – Lab conducts testing according to relevant EN 71 parts.
3. Compile technical documentation – Includes test reports, design specifications, risk assessment.
4. Issue EU Declaration of Conformity (DoC) – Manufacturer signs the DoC.
5. Affix CE marking – Must appear on both toy and packaging, adjacent to safety icons or warnings.
6. Appoint EU Authorised Representative (if manufacturer is outside the EU).

New process under (EU) 2025/2509 (from 2030) :
  • Traditional EU Declaration of Conformity will be replaced by a Digital Product Passport (DPP).
  • Each toy must carry a unique digital identifier (typically a QR code) for public access to compliance information.
  • DPP must include CE marking, safety warnings, batch info, material composition, conformity assessment reports, and recall history.
  • For online sales, buyers must see the DPP link before checkout.
Timeline reference: Full EN 71 (Parts 1-2-3) testing costs roughly $400-$850 and takes 7-10 working days. Add EN 62115 for electric toys: $700-$1,100, 2-3 weeks. EN 71-1:2026 must become a CEN national standard by July 31, 2026.

China – GB 6675 + CCC (for applicable products)
1. Determine if product falls within CCC scope – Electric toys, plastic toys, metal toys require CCC certification.
2. Test according to GB 6675 series (Parts 1–4):
  • GB 6675.1: Basic code — general safety, chemicals, hygiene, labelling
  • GB 6675.2: Mechanical and physical properties
  • GB 6675.3: Flammability
  • GB 6675.4: Migration of certain elements
3. Apply for CCC certificate (if applicable) – Through accredited Chinese certification bodies.
4. Affix appropriate labelling – CCC mark for in-scope products; no uniform mark for others.
For art toys (14+) : The new national standard “General Technical Requirements for Trendy Figures and Similar Products” is currently under development, expected to be completed around July–August 2026. Until then, most products reference GB/T 26701—2011 (model products) or relevant group standards like T/CPQS C010—2022.

FAQ
Q: My product is labelled “14+”. Do I still need to follow children’s toy standards?
A: It depends on the market. In the US, CPSC looks at function, appearance, marketing channels, and advertising audience—not just the label. A colourful blind box might be collected by adults, but regulators could reasonably argue it also appeals to younger kids. If they do, you’re on the hook for full CPC compliance. In the EU, the new regulation clarifies that if a parent or guardian could reasonably infer from a product’s function, size, and characteristics that it’s intended for children under 14, it’s a toy—regardless of what the label says. In China, the new art toy standard is specifically for 14+ products, but until it’s finalised, many products still get evaluated against children’s toy criteria.

Q: What’s the Digital Product Passport and when do I need it?
A: The DPP is a QR code (or similar data carrier) on every toy sold in the EU that links to full compliance information: CE marking, safety warnings, batch info, material composition, conformity assessment reports, and recall history. The new Toy Safety Regulation (EU) 2025/2509 entered into force on January 1, 2026, with full application starting August 1, 2030. You have a transition period until 2030, but early preparation is recommended.

Q: What’s the difference between CPC and CE certification?
A: CPC (Children’s Product Certificate) is a US requirement—a self-declaration document issued by the manufacturer or importer based on testing at a CPSC-accepted lab. CE marking is an EU requirement—a declaration that the product meets all applicable EU health, safety, and environmental requirements. They are not interchangeable; you need both if you’re selling in both markets.

Q: Which chemical limits are the strictest?
A: Generally, the EU has the broadest chemical coverage (19 heavy metals in EN 71-3 plus extensive organic compound restrictions). China’s new GB 6675-2025 adds requirements the other two don’t have—VOC/TVOC release, formaldehyde, azo dyes, PAHs, and allergenic fragrances. The US focuses heavily on total lead (coating ≤90 ppm, substrate ≤100 ppm) and phthalates (8 types, each ≤0.1%). For specific substances like decabromodiphenyl ether (decaBDE), the EU sets the strictest limit (non-electric toys ≤0.001%), while the US allows ≤0.1%.

Q: Do I need to test every batch?
A: In the US, the CPC covers each production batch, and you must maintain test records. In practice, many manufacturers test initial production runs and then conduct periodic batch testing, but the legal requirement is per batch. In the EU, the Declaration of Conformity covers the product design; ongoing compliance is the manufacturer’s responsibility. Under the new DPP system, batch-level traceability will be significantly enhanced.

Q: My art toy has a light-up base with batteries. Any special requirements?
A: Yes. In the EU, the new TSR requires that batteries be designed so they cannot be accessed without tools; if the toy’s size or characteristics make that impractical, rechargeable batteries can be designed as non-removable structures, replaceable only by professionals. In the US, electric toys must also meet additional electrical safety requirements under 16 CFR Part 1505.

Q: What about VOCs—volatile organic compounds?
A: This is becoming a major focus. China’s new GB 6675-2025 includes specific VOC/TVOC release requirements that are more explicit and demanding than those in the US or EU. For art toys, which often use paints, adhesives, and clear coats, this is particularly relevant. The new Chinese art toy standard (under development) is expected to include VOC limits based on the existing group standard T/CPQS C011—2023.

Q: How do I choose a testing lab?
A: For the US, the lab must be CPSC-accepted. For the EU, labs should be ISO 17025 accredited. For China, use accredited domestic labs. A good rule of thumb: ask which market, which standard, which product, and which test report. Don’t ask whether a supplier is “internationally certified”—ask for the specific report.

What This Means for You
If you’re a designer or artist: Your material choices matter more than ever. Paints, plastics, adhesives—these are where chemical risks hide. VOC limits are coming (China’s new standard has a whole section on it), and EU and U.S. rules already restrict lead, phthalates, and heavy metals. Ask your suppliers for MSDS and test reports. Don’t just take their word for it.
If you’re a collector: The new wave of standards means better transparency. The EU’s Digital Product Passport alone will let you scan a QR code and see exactly what’s in your figure—materials, safety certs, even recall history. That’s a level of information collectors have never had before.
If you’re manufacturing or selling: Don’t rely on “14+” labels as a shield. Global regulators are moving toward function-based definitions—if it looks like a toy, it might get treated like one. Test early, test often, and use the right labs for each market. The EU’s DPP infrastructure is still being built, but the technical specifications are already out. Waiting until 2029 to start is a risky bet.
